The following resolution was proposed by the
Council Member Hon Mahalingam Kanagalingam Shivajilingam
and adopted by the Northern Provincial Council on January 27, 2014:
1. We bring to the notice of the International Community that the Tamil Nation has been, and continued to be subjected to ethnic cleansing by the Sri Lankan State, coupled with the mass killings of over 100,000 Tamils; in addition, this Council calls upon the International Community to bring forth proper international investigation to expose the mass killings tantamount to systematic genocide.
2. This Council resolves that without the active participation of the International Community, Tamils have no hope of realizing justice or a political solution, and we categorically reject any domestic mechanism to investigate the mass killings of the Tamil people.
3. This Council urges the International Community to set up an independent international investigation with UN assistance to investigate war crimes, crimes against humanity, ethnic cleansing, and the mass killings tantamount to genocide perpetrated against the Tamil people in Sri Lanka.

1. தமிழ்த் தேசத்தின்மீது நடாத்தப்பட்டதும், நடந்து கொண்டு இருப்பதும் இலங்கை அரசினால் தமிழ் மக்களுக்கு எதிராக மேற்கொள்ளப்பட்டு வரும் இனச் சுத்திகரிப்பு, ஒரு இலட்சத்திற்கு மேற்பட்ட தமிழ் மக்கள் படுகொலை செய்யப்பட்டமை ஆகியவற்றை சுட்டிக் காட்டுவதோடு, திட்டமிட்ட இன அழிப்புக்கு(Genocide) ஒப்பானது என்று சொல்லப்படும் மனிதப் படுகொலைகளை சர்வதேச விசாரணைகள் மூலம் அனைத்துலக சமூகம் வெளிப்படுத்த முன்வர வேண்டுமென இச் சபை கோருகின்றது.
2. நடைபெற்று முடிந்த தமிழ் மக்களின் படுகொலைகளை விசாரிப்பதற்கு இலங்கை அரசின் உள்நாட்டுப் பொறிமுறைகளை நாம் அடியோடு ஆணித்தரமாக நிராகரிக்கின்ற அதேவேளை, சர்வதேச சமூகத்தின் பங்களிப்பின்றி எமக்கு நீதியோ அல்லது அரசியல் தீர்வோ கிட்டும் என்பதில் தமிழ் மக்களுக்கு நம்பிக்கையில்லை என இச் சபை வெளிப்படுத்தித் தீர்மானிக்கின்றது.
3. தமிழ் மக்களுக்கு எதிராக இழைக்கப்பட்ட போர்க் குற்றங்கள், மானிடத்திற்கு எதிரான குற்றங்கள், இனச் சுத்திகரிப்பு, இனப் படுகொலைகளுக்கு(Genocide) ஒப்பானது என்று சொல்லப்படும் மனிதப் படுகொலைகளை விசாரணை செய்வதற்காக, பக்கசார்பற்ற பன்னாட்டு விசாரணையை ஐக்கிய நாடுகள் சபையின் துணையுடன் உருவாக்குவதற்கு முன்வர வேண்டுமென அனைத்துலகச் சமூகத்தினை இச் சபை வேண்டுகின்றது.
