AFTA Welcomes Tamil Self Governance Proposal and calls for vigilance by the International Community

The Australasian Federation of Tamil Associations (AFTA) welcomes the proposal released on behalf of the Tamil people in Sri Lanka by the LTTE on 31 October 2003. This proposal is consistent with the principles of the rule of law, human rights and equality of all persons and the right to self-determination of Peoples.

We are hopeful that this proposal will form the basis for the future political negotiations between the authentic representatives of the Tamil People and the Sri Lankan Government.

We call upon the Australian Government and fellow Australians to support this proposal that has been developed with substantial input from experts (including Australians) on international and constitutional Law.

This proposal has the potential to,

· Restore normalcy in the North East-‘the conflict affected areas’ of the Island of Sri Lanka.

· Protect human rights of all people in the North East

· Guarantee adequate protection to minorities (Muslims and Sinhalese) residing in the Tamil homeland.

· Foster an independent judiciary

· Provide for transparency and accountability in respect of all funds.

· Build confidence between the Sri Lankan Government and the Tamil people; and

· Form the basis for a lasting political solution at a future date

AFTA welcomes the Sri Lankan Government’s willingness to discuss this proposal at face-to-face meetings with the LTTE to be now arranged by the Norwegian Government.

However, the Sri Lankan President’s latest action to declare emergency, suspend the parliament and to sack three key cabinet ministers underscores the need for vigilance by the international community.

AFTA appeals to the International community to exert pressure on the Sri Lankan President and the Government to shed their differences, implement the cease-fire agreement fully and to pursue peaceful negotiations with the LTTE.
